PRIVATE SECTOR ENERGY EFFICIENCY (PSEE) PROJECT

  • Private Sector Energy Efficiency (PSEE)
    • The “Private Sector Energy Efficiency” Project (PSEE) aims to improve energy efficiency in commercial and industrial companies in South Africa through the provision of various services that assist companies in identifying and implementing energy saving measures. The project which is under the umbrella of the UK-SA bilateral relationship will contribute to the South African government’s strategy for reducing energy demand. The PSEE Project is governed by a multi-stakeholder Steering Committee led by the Department of Energy.

      The project has a target to provide support to a certain number of small, medium and large companies. The level and nature of support to be provided will depend on the size of business and annual energy spend.
  • Large Company Support
    • The project aims to support about 60 large companies with annual energy spend over R45m across the country with up to 60 days of consulting support to provide a holistic range of services including energy consumption assessment, development of energy management systems and strategies, capacity building, identification of energy saving opportunities and business case development for access to investment. This range of services will be informed by where each company finds itself on its own roadmap to improved energy efficiency and hence adopt a Strategic Energy Management approach. For large companies, the support will follow 60/40 cost sharing approach with 60% contribution coming from the PSEE.
  • Medium Company Support
    • About 1000 medium sized companies with annual energy spend between R750k and R45m will receive fully subsidized 4 days of direct onsite consulting support which will include energy consumption assessment, identification of energy saving opportunities and follow up support which will enable companies to implement some of the identified energy saving opportunities.
  • Small Businesses
    • The PSEE will assist small businesses to adopt and implement energy efficient best practices into their business through an informative website and helpline. The project will also conduct energy efficiency awareness workshops.

The National Business Initiative (NBI) was awarded £8.6 million from the UK Department for International Development (DFID) to implement a countrywide programme of support to the private sector in Energy Efficiency improvement.

The NBI has a proud track record of advancing environmental sustainability in the private sector over the past 7 years especially through its focus on Climate, Energy and Water. This effort has contributed to South African companies taking significant steps, especially in a developing economy context, to participating in voluntary individual and collective actions to improve energy efficiency and to reduce carbon emission. The Private Sector Energy Efficiency programme will build on the NBI’s existing platform of engagement between companies and government through the Energy Efficiency Leadership Network which was launched at COP 17.

The programme seeks to tackle the following barriers:

- Lack of awareness of energy efficiency;
- Lack of capability within industry to identify opportunities for energy efficiency;
- Lack of capacity within companies to access available finance, and develop a business case for energy efficiency programs that would get board level support.

The NBI will be working with the technical support of the UK’s Carbon Trust who has over 10 years of experience in rolling out a similar project in the UK.

  • Objective
    • In the current context of Department of Energy’s (DoE) imminent mandatory energy efficiency reporting regulations, energy security challenges and the impacts of energy price increases on company operational costs, South African companies need to manage their energy demand and meet both country and value chain obligations to reduce their carbon emissions. At the same time the implementation of energy efficiency measures can improve business productivity, competitiveness and innovation as well as access to energy efficiency financial subsidies and tax incentives.

      In line with this, the PSEE seeks to support companies towards achieving:

      - Energy savings
      - Energy intensity reductions
      - Implementation of projects which will result in the reduction of Greenhouse Gas emissions
      - Improved economic competitiveness through resource and process efficiency
      - Investment leveraged from the private and public sectors through capital investment in energy efficiency projects
      - Social benefits such as job creation and skills development relating to energy efficiency
      - Increased awareness of energy efficiency

The NBI has contracted the Carbon Trust from the UK to provide technical support to the PSEE Team, drawn from their technical expertise developed over 10 years of implementing similar programmes in the UK.
